Upcoming Changes to Biosecurity Cost Recovery
From 1 January 2020, Australian Customs on behalf of Australian Quarantine will be implementing a new biosecurity cost recovery scheme. The changes are as per the table below:

Terminal & Empty Container Park Charge Increases
As you may have seen on our Facebook posts (if you haven’t liked Tomax yet search @TomaxLogistics), several increases have been announced to commence in January by container terminals and empty container yards. The increases range in size from 82% up to 344% of the current levels. These are significant increases and there is much consternation in the industry, but unfortunately the industry is powerless to do anything about them as we do not have the power to choose alternative providers. The shipping lines dictate which terminals and empty container parks are used, and yet they are not impacted by these increases which are charged directly to transport providers, and so they have no motivation to make any changes to increase pressure on the terminals and parks to act in a reasonable manner.

Industry bodies are continuing to apply pressure on government to step in and regulate the industry, which the government has the power to do so. It is likely that the current consultation will continue for many months before and if any action is taken. The Terminal Infrastructure Levy (now also known as the Terminal Access Charge) has been increased to as high as $139 per container by some terminals. This has increased from around $10 per container only a few years ago. Empty container park fees have also risen dramatically as they seek to cash in on the money grab, rising to as much as $55 per container.
